Emergency Plan for International Student Incidents

In order to respond to and handle emergencies involving international students in a timely, proper and effective manner, this plan is formulated in accordance with relevant national foreign affairs requirements and regulations and in light of the actual situation of our institute.

I. Types of Emergencies

(1) Various personal injuries and deaths caused by natural and man-made factors.

(2) Serious illnesses, including serious non-infectious and infectious diseases.

(3) Various incidents and disputes involving international students, including group incidents, criminal cases, accidents, disasters, etc.

II. Handling Mechanism for International Student Emergencies

(1) The college where international students study, as the direct management unit for international student affairs, is responsible for the specific affairs of international students studying in the college. The college shall formulate its own emergency response plan, report to the International Office immediately upon discovering any situation, and actively cooperate with relevant departments of the institute in handling the matter.

(2) A working mechanism for handling international student emergencies shall be established. The handling of international student emergencies shall be overseen by the institute leader in charge of international student affairs, led by the International Office, and closely supported by the college where the international students study, the Security Office, the Campus Hospital, the international student dormitory and other relevant departments. General incidents shall be coordinated by the International Office in accordance with handling procedures. For serious incidents, a temporary handling team shall be established as an emergency body responsible for specific handling work.

(3) Foreign affairs education shall be strengthened for all management personnel and staff involved in handling emergencies, so as to establish a preventive awareness and follow the principle of prevention first and preparedness. Information communication shall be strengthened to promptly discover new situations, ensure smooth information flow and enable rapid response.

(4) A holiday duty system shall be established with designated personnel on duty. The International Office shall maintain contact with the institute Security Office and Suzhou public security departments during holidays to prevent and respond to on-campus international student emergencies.

III. Principles for Handling International Student Emergencies

The handling of international student emergencies shall follow these principles: handling according to law, division of labor and cooperation, prevention first, and distinction between internal and external matters.

In the process of handling emergencies, international student management personnel of the institute and colleges should note that individuals must not make statements without authorization when dealing with social media and other relevant departments. A unified voice shall be maintained to avoid negative impacts.

IV. Procedures for Handling International Student Emergencies

(1) If an international student emergency occurs off-campus, the institute's international student management personnel shall arrive at the scene as soon as possible, strictly follow the International Student Emergency Handling Procedures and other relevant foreign affairs regulations, make decisive decisions, promptly take corresponding response measures, protect the scene, and minimize the impact. According to working procedures, the International Office shall report the situation to the institute leader in charge and the institute safety and stability work leading group at the first opportunity, and handle the matter according to the instructions of institute leaders.

(2) If an international student emergency occurs on-campus, the college where the international student studies shall immediately report the situation to the International Office. The International Office shall report the situation to the institute leader in charge, the institute safety and stability work leading group, and the institute Security Office at the first opportunity, and report to the Exit-Entry Administration Division of the Suzhou Public Security Bureau. It shall actively cooperate with public security, hospitals, epidemic prevention, fire departments and other departments in investigating the incident, maintain contact with relevant departments at all times during the investigation, and cooperate in all follow-up handling.

(3) In the case of a normal death of an international student, after the institute handles the matter according to the above procedures, the International Office shall promptly notify the relevant foreign embassy or consulate in China.

(4) For students detained or arrested by public security departments, the institute has the responsibility and obligation to inform and request the public security departments to notify the embassy (consulate general) of the student's home country in China.

(5) After the emergency is handled, a timely and objective summary shall be made, and all materials regarding the organizational procedures, plans, decision-making measures, and prognosis effects of the handling work shall be compiled and archived.


 为及时、稳妥、有效应对并处理外国留学生的突发事件,根据国家相关外事要求和规定,结合我校实际,特制定本预案。

一、突发事件类型

  (一)因自然和人为因素导致的各种人身伤害和死亡。

  (二)发生严重疾病,包括严重的非传染性和传染性疾病。

  (三)涉及留学生的各种事件及纠纷,包括群体类事件、案件类事件、事故类事件、灾情类事件等。

二、留学生突发事件处理机制

  (一)留学生所在学院作为留学生事务的直接管理单位,负责在本学院学习的留学生的具体事务。学院要制订应对留学生突发事件的应对预案,发现情况后立即向国际交流处报告,并积极配合学校相关部门开展处理工作。

  (二)建立留学生突发事件处理工作机制。留学生突发事件处理由学校分管留学生工作的校领导负责全面部署,国际交流处牵头,留学生所在的学院、保卫处、校医院、留学生宿舍以及其他相关部门密切配合。一般性事件由国际交流处按照处理程序负责协调处理,严重事件则成立临时处理小组,该小组作为临时性应急机构,负责具体处理工作。

  (三)加强对所有涉及处理突发事件的管理人员和工作人员的外事教育,树立预防意识,做到预防为主,防患未然。加强信息沟通,及时发现新情况,做到信息畅通,应对快速。

  (四)建立假期值班制度,安排专人值班。国际交流处在假期和学校保卫处、苏州公安部门保持联系以防止和应对校内留学生突发事件。

三、留学生突发事件的处理原则

  处理留学生突发事件,要本着以下原则:依法处理、分工协作、预防为主、内外有别。

  在处理突发事件的过程中,学校和学院的留学生管理人员应注意在面对社会媒体和其他有关部门时个人不得擅自表态,统一口径,避免产生负面影响。

四、留学生突发事件处理程序

  (一)留学生在校外发生突发事件,学校的留学生管理干部要在第一时间赶到事件现场,严格按照《留学生突发事件应急处理流程》及其它一些外事要求和规定,果断决策,及时采取相应的应对措施,保护现场,把影响降到最低程度。根据工作程序,国际交流处应在第一时间分别将情况汇报给分管校领导和学校安全稳定工作领导小组,并根据学校领导的意见进行处理。

  (二)留学生在校内发生突发事件,留学生所在学院要立即向国际交流处报告情况。国际交流处应在第一时间将情况汇报给分管校领导、学校安全稳定工作领导小组、学校保卫处,并向苏州市公安局出入境管理处报警。积极配合公安、医院、防疫、消防等部门做好事件的调查工作;在事件的调查过程中随时与有关部门保持联系,配合做好各项善后处理工作。

  (三)留学生发生正常死亡案件,学校在根据上述处理程序处理之后,由国际交流处及时通知有关外国驻华使馆、领馆。

  (四)对于被公安部门拘留或逮捕的学生,学校有责任和义务告知并要求公安部门向其本人所在国驻华大使馆(总领事馆)通报情况。

  (五)突发事件处理完成之后,要及时客观地对事件进行总结,并对处理工作的组织程序、计划方案、决策措施、预后效果等各方面资料汇总存档。
